據(jù)路透社報道，在安南向第60屆聯(lián)大提交聯(lián)合國整改報告僅2天之后，聯(lián)合國雇員聯(lián)盟3月9日通過了對安南的"不信任"投票。安南的這份改革報告涉及聯(lián)合國六大領(lǐng)域的管理，被認(rèn)為是前所未有的"激進(jìn)"改革方案，尤其是報告中的
"外包"業(yè)務(wù)激起眾怒，因為這將導(dǎo)致部分人員失業(yè)。

Thursday expressing no confidence in Secretary-General Kofi Annan and his
top management team over a new proposal to radically overhaul UN
operations.
The union, which represents over 5,000 staff at UN headquarters, said
it was dismayed at many proposals in Annan's blueprint, especially the
call to consider outsourcing a variety of UN services from translations to
billing.
報道中的overhaul指"to make extensive renovations or revisions
on"，其實，安南在解釋自己為什么要提交改革議案時，已經(jīng)很形象地闡述了overhaul的內(nèi)涵："聯(lián)合國大樓在經(jīng)過56年的維修后，現(xiàn)在也需要從頭到腳全面翻新，因此我們的機(jī)構(gòu)，在經(jīng)過幾十年零星改革后，現(xiàn)在需要一次徹底的戰(zhàn)略改裝。"很明顯，相對于常見的reform，overhaul更側(cè)重于"大刀闊斧"的改革，或指"從根本上進(jìn)行全面革新"。
Overhaul的這層"革新"意，來源于其本意："對機(jī)器設(shè)備進(jìn)行大的維修；到醫(yī)院進(jìn)行全面的體檢"。另外，overhaul也可以指"to
catch up with; overtake"（趕上；超過），舉個例子，China has overhauled many developed
countries in biological research（中國已在生物研究方面趕上了許多發(fā)達(dá)國家）。
